Abstract
Although the available data are insufficient for a sound risk assessment the large differences between exposure levels and (no-) effect levels justify the conclusion that the risks of the direct effects of 1,1,1-TCE to humans and ecosystems in the Netherlands are very limited and do not require further action. In contrast to this, 1,1,1-TCE contributes to global effects like acidification, greenhouse effects and effects resulting from ozone layer depletion. First this contribution was expected to increase significantly as a result of a rise in the 1,1,1-TCE consumption due to replacing CFC's and carbon tetrachloride. However, recently the Montreal Protocol was revised and 1,1,1-TCE is required to be phased out of use by 2005. It is recommended not to draw up an integrated criteria document but to focus the attention to measures and procedures to reduce the emissions in the Netherlands.
