Abstract
HMTC A combination of resource recovery and recycling are advocated as a sensible alternative to landfilling wastes. Advantages of combining resource recovery and recycling include environmental protection, cost-effectiveness, and refinement and development of new technologies. Communities must incinerate part of their waste to make steam and electricity. Materials which do not easily burn (particularly glass, aluminum, and ferrous metals) should be recycled. Waste-to-energy and recycling should be considered primarily as waste disposal/ resource recovery operations, and not as energy producing ones. The sale of energy and of recovered materials should be used to subsidize the overall costs of waste disposal.
