Abstract
This paper is an analysis of data collected by the California Department of Health Services (DHS) on the transportation of halogenated solvent wastes for the time period 1984 through 1988. Major changes in public policies that have affected generation and disposal patterns are described and evidence in the data of their effectiveness is evaluated. A materials balance model is developed for the purpose of estimating hazardous waste generation, reclamation, and disposal for the major cleaning applications of halogenated solvents. The results are of interest to government and industry officials in California, other states, and other countries who are being policies on measurements of hazardous waste generation, transportation, reclamation and disposal.
