Abstract
During the latter half of the 20(th) century western-influenced countries began to develop and manage municipal water and energy infrastructure in response to public health concerns and sanitation issues. This effected broad increases in living standards, coupled with reductions in infant mortality and enhanced longevity. The 21(st) Century has seen an insatiable demand to expand the West's social vision, for an urban-based living standard, to hundreds of millions in Brazil, Russia, India and China. This accelerated movement of humanity into new towns and cities will require substantial new exploitation of ecosystem services and Natural Capital, including petro-chemical resources, whose extant globally disruptive characteristics - ecological, social and economic - are not sustainable. The achievement of sustainable and healthy cities will require designing water and waste systems in accordance with the ecological principle of integration and the fundamental notion that nature has no wastes (liabilities), only resources (values). An understanding of the fundamental links between water, energy, climate change and the feedback loops that drive them, is essential to accelerate the adoption of policies that support smart, clean and green cities. A new urban design model, using engineered ecology principles and valuation economics, based upon a profitable business case, has been shown to be regenerative and adaptive, whilst creating healthy, livable and functional landscapes.
