HMTC The asbestos abatement program of the State of Rhode Island is presented as a model for the development of other governmental asbestos control programs. The key elements of Rhode Island's program are comprehensive regulations covering all public and private buildings except private residences; requirements for the approval of abatement plans; licensing requirements for contractors and laboratories; certification programs; building inspections; a $20 million funding program for public and nonprofit buildings; and a program designed to educate the public on the hazards of asbestos and the abatement program. Rhode Island officials administering the program have found that three considerations greatly affect the acceptance and success of the abatement program: an adequate number of competent technical and support personnel; sufficient time to properly phase in the program and educate the affected parties; and support from top level management and the public.
