Assumptions which underlie them "slip" at shorter intervals of time required to adapt them to new conditions. Basically, they will be "handled" within the meaning of resizing in time, space and volume. November will be formulated hypotheses and future developments adapted to the new conditions of the evolution of the determining factor. Any adjustment can be costly because it may lead to the waiving of certain targets by "cost" significant for the economy.
