Researchers estimate that approximately 50% of all non-PCB fluorescent light ballasts incorporate a highly toxic compound known as di(2-ethylhexyl) phthalate (DEHP). The US EPA's Superfund Regulations classify DEHP as a hazardous substance. These DEHP ballasts must be discarded with the same precautions given to PCB ballasts to prevent future problems with cleanup liabilities. The benefits and disadvantages of several different disposal options for DEHP ballasts are examined. Both PCB and DEHP ballasts should be disposed of via a combination of incineration of the toxic materials with recycling of the metals included in the ballasts. The types of ballasts that may contain DEHP are detailed.
