In July 2004, the ASTM approved a new standard test method for measuring total oil and grease (TOG) and total petroleum hydrocarbon (TPH) concentration levels in water and soil. ASTM Method D 7066-04 would cover the use of dimer/trimer of chlorotrifluoroethylene (S-316) for analysis of recoverable oil and grease and non-polar material by infrared determination. This new ASTM method approved Horiba solvent S-316 as a replacement solvent for Freon 113, banned in 1995 in the Montreal Protocol. Before its ban, Freon was a universal solvent for oil and grease applications including EPA Methods 413.2 and 418.1, and ASTM Method D 3921 for the determination of oil and grease by infrared analysis, and was used on a worldwide basis.
