Over 200 samples were collected. Asbestos was identified above the provincial guideline of one per cent in several materials including: vinyl floor tile, vinyl sheet flooring, texture coats and plaster, transite board, pipe fittings, pipe lagging and straight-run air cell pipe insulation, boiler insulation and breaching, and duct insulation. Asbestos content in these materials varied from about five per cent (texture coats and plaster) to greater than 90 per cent (pipe and boiler insulation), and consisted primarily of chrysotile with amosite identified in one sample of ceiling tile. Ellis-Don Corporation of Halifax was the general contractor for the site re-development work. Bedford-based Dexter Construction Company Ltd. completed the demolition and re-construction work. Jacques Whitford managed the HazMat abatement work performed by Dartmouth-based Guild Contracting Specialties, and also provided geotechnical and earthworks engineering services, concrete quality assurance services, structural steel inspections, and roof inspections. The main challenge faced was hidden HazMat identified during deconstruction work; primarily asbestos and lead-containing materials identified inside confined spaces including pipe chases and wall, ceiling and roof cavities. In these instances, onsite personnel immediately assessed and sampled the materials. Asbestos and lead analysis of bulk building material samples were completed by Lex Scientific Inc., Guelph, Ontario and PSC Analytical Services of Bedford, Nova Scotia, respectively. If the materials were identified as hazardous, Jacques Whitford provided specific recommendations to the abatement contractor for removal.
