''My God, my God, my God - all that asbestos and all that water,'' said Maria Petrone, of 840 Eighth Avenue, standing near the water main break at 51st Street and watching asbestos workers in moon suits wet down the pavement. ''Yes, yes, I'm scared,'' she said. ''I'm going to keep my windows closed tonight.'' ''The only contamination is in the water, in the mud, on the ground,'' said Deputy Mayor Robert Esnard, who was coordinating efforts by a dozen municipal and private agencies in the cleanup. ''The only risk is from touching the mud or walking on the mud.'' If all goes well, Mr. Esnard said, the asbestos will be flushed down sewers and carried away with the rest of the city's vast pollution. ''We're taking the most conservative steps that one could possibly take,'' he said. ''Experts might say we're overreacting.''
