LEAD: Mayor Edward I. Koch and other New York City officials told anxious residents of Gramercy Park last night that they still were not sure how widely the neighborhood had been contaminated by high levels of potentially hazardous asbestos. But they said ''hundreds of tests'' so far had shown no cause for alarm. The group, calling the incident ''an urban Love Canal,'' asked the city and Con Edison to assist in the ''temporary and possibly permanent relocation'' of tenants forced out of their homes, and to provide assurances of full restitution ''New York City and Con Edison failed to take appropriate steps,'' said Daniel J. Sitomer, an attorney represenying the co-op's board of directors. ''So far as we can determine, there is no floating asbestos in the air,'' said Mr. Koch, who said he had called the meeting to calm people's fears about the risks of remaining in the neighborhood, and, to displaced tenants, to discuss ''what arrangements will be made for you pending your return to the apartments.''
