The number of environmental laws and regulations has continued to grow in the United States and worldwide, making compliance with these regulations increasingly difficult. The Army Reserves chose to adopt a program that would include an assessment mechanism to identify compliance problems before they became notices of violation. The concept was to combine Code of Federal Regulations and Army environmental regulations, with good management practices and risk management issues, into a manual as a series of checklists. These checklists would tell what legal requirements were and what specific items or operations to review, and would list a point of contact for that item to help assessors review the questions, or protocols, quickly and easily. The results is the Environmental Compliance Assessment for the Army Reserve (ECAAR) manual presented here in an updated and revised version. This manual will continue to be updated to meet the changing laws and regulations regarding environmental compliance.
