When the QUASIMEME (Quality Assurance of Information in Marine Environmental Monitoring in Europe) programme started in 1993, there was a perceived lack of information on the quality of data on trace metals in sediments and biota (Pedersen and Cofino, 1994). At that time, trace metals were important mandatory parameters in many national and international marine monitoring programmes (HELCOM, 1988; PARCOM, 1990) and were therefore included in the QUASIMEME programme. As described by Wells et al. (1993), this programme built upon the step-wise approach of the European Union's Bureau of Community (EU-BCR) and the International Council for the Exploration of the Seas-Marine Chemistry Working Group's (ICES-MCWG) and developed a dual approach of continuous laboratory performance studies, and a learning or quality improvement programme.
