Abstract
The problem of the time lag between the development of recommendations for standards and completion of the standard is discussed. In five years the Department of Health, Education and Welfare has submitted more than 250 recommendations to OSHA, which has developed 17 standards. As the list of known carcinogens continues to grow, NIOSH will recommend that OSHA implement emergency temporary standards immediately for benzene (71432), 4,4'-methylenebis-o-2-chlorobenzenamine (101144), and certain hexavalent chromium (7440473) compounds. The toxicity of these substances is known, and recommendations for standards have been in OSHA's possession for periods of up to three years without any action being taken; meanwhile workers continue to be exposed.
